The Golden Rule of Texas Campaign Finance


File your Campaign Treasurer Appointment (Form CTA) before you do anything else. You cannot legally accept a contribution or make a campaign expenditure until this form is on file with the Texas Ethics Commission. This is the single most common mistake first-time candidates make.




What Requires Reporting


In Texas, you must report all political contributions and political expenditures. These include:


  • Cash, checks, credit card payments
  • In-kind contributions (donated goods or services at fair market value)
  • Political loans (from you or others)
  • All campaign spending, including reimbursements



  • Contribution Sources — What's Allowed and Prohibited


    Allowed:

  • Individuals (no limit for most local races)
  • PACs and political committees
  • Candidate's personal funds (reported as a loan or contribution)
  • Corporate contributions to local non-judicial races *(verify current rules)*

  • Prohibited:

  • Foreign nationals
  • Federal contractors (for federal races)
  • Contributions made in another person's name ("straw donors")

    Candidates who raise or spend $500 or more must file periodic reports.
