Why Budgets Matter
The budget is the most honest document in local government. Every stated priority either has funding behind it or it doesn't. Learning to read one takes about an hour — and it changes how you see every candidate promise.
Budget Anatomy
General Fund — The main operating budget. Funds day-to-day services: law enforcement, roads, parks, administration.
Debt Service Fund — Payments on bonds previously issued. Watch the trend: rising debt service limits future flexibility.
Capital Improvement Plan (CIP) — Multi-year plan for major infrastructure projects (roads, buildings, equipment). Usually separate from the operating budget.
Special Revenue Funds — Restricted money (grants, fees) that can only be spent on specific purposes.
The Numbers to Focus On
